Festival City is a mixed-use district within Stefano Boeri's Tirana 2030 Masterplan that reimagines urban growth through strategic densification. By replacing an existing zoning model of 80% low-rise site coverage with a series of slender, taller buildings, the masterplan returns 60% of the site to the public realm as parks, tree-lined boulevards, playgrounds, civic spaces, and ecological landscapes.

The three mixed-use towers flank the boulevard to Tirana International Airport, with Hotel, Offices and Residential spaces, while building heights step down toward the existing Laprakë neighborhood, creating a seamless transition in scale and strengthening connections between new and existing communities. Conceived as a five-minute city, the 2,000,000 SF (180,000 m²) Festival City integrates hotel, housing, retail, workplaces, hospitality, childcare, and public amenities within a landscape-led urban framework. Sponge City water management, green roofs, passive environmental design, integrated solar energy, and pedestrian-first mobility position ecology as the project's primary infrastructure.

Festival City demonstrates how strategic rezoning can accommodate greater density while expanding public space, biodiversity, and environmental performance, creating a resilient and socially vibrant district for Tirana's future.
